xubuntu groovy qa-test install; no background & only boxes on greeter

Bug Description

Xubuntu daily (groovy) QA-test install on
sony vaio svp112a1cw (i5-9400u, 4gb, intel haswell-ULT)

install completed without issue,

On boot on new Xubuntu, the greeter has no background, and top line/panel has boxes instead of characters

Once logged in everything looks good & acts correctly.

** Expected Result

I expected a background at greeter, and it should be free of boxes which are confusing and tell me nothing.

(I've believe I reported this before, but I couldn't find bug report; so could be a duplicate (unless I just noted it on existing report)

on (2nd) subsequent reboot all looked good at greeter/lightdm

on 3rd boot, back to no background & squares at top of display, no boxname, clock etc

on 4th boot, no background & squares at top of display at greeter/lightdm

(i've done & reported this before on launchpad; haven't found where though)

I've not tagged it again (in QA-test), so no evidence of re-occurrence.

I just completed a QA-test install (impish) to
- sony vaio svp112a1cw (i5-9400u, 4gb, intel haswell-ULT)

all looks good, I also rebooted the device twice and greeter had background images both times.

(the case where it was reported was a 'replace partition; manual partitioning' type of install; I did a full disk (clean) install today... this box was running a xubuntu hirsute (final RC with encryption) so it didn't regularly occur)

Just did a manual install (impish daily; re-use partitions (/ & efi) from the prior install) and again no issues.
