Have seen this bug for a while on the daily builds.
Just to add. As well as a reboot, if the user simply logs out and back in again on their first boot the welcome window then appears.

I've also noticed this on the latest build (4/20/20). After my initial install the welcome window didn't appear. Upon reboot the welcome window didn't appear. I can however launch the window from the menu just fine.

23rd April Daily ISO or (Release) does not have this anymore. Welcome appears on first boot. Believe it is now fixed.
