Lubuntu 18.04.4 QA-test install; just stops (circling pointer)

dell [optiplex] 780 (c2q-q9400, 8gb, amd/ati cedar radeon hd 5000/6000/7350/8350)
replace a 19.04 install I don't need anymore for support.

I didn't format, and it's now trying to 'Restoring previously installed packages" which I expected it to produce some issues (packages that don't exist in bionic which are not an issue for this test), but it's remained there for an hour+ without moving.

I noticed it had Lubuntu "please visit our website" so clicked on it, and firefox crashed (small firefox window asking me to report to Mozilla). I clicked the submit bug & crash again, submit & crash again (mozilla reporting not ubuntu-bug/apport I suspect given appearance of window).

I tried to open a terminal, but I'm only getting circling cursor then nothing on any menu item it appears, ctrl+alt+T isn't opening a terminal, and I cannot login to a text terminal (no login prompt appears, just cursor on black screen), so it appears to have crashed, or is in an endless loop. Because of this, I'm filing issue on different box.

It has remained where it is for ~60+ mins, and I need to go to bed...

I'll endeavour to re-do this install tomorrow; over whatever was installed on this partition... (on sda1)

It's been left another 30-40 minutes when I came to this box & looked on launchpad for other issues like it, then created this issue, and yet nothing on screen has changed

still "Restoring previously installed packages"
- Ctrl+Alt+T does nothing
- opening terminal at menu causes spinning pointer then nothing
- opening firefox at menu only opens Mozilla Crash Reporter
- opening leafpad opens leafpad, I can enter text so some options work as expected
- I cannot login to text terminal (cursor & no login prompt) to run `apport-collect` from there either

Check disc for defects was run (& passed) before install attempted

I eventually rebooted (using sysrq-reisub) given I couldn't start text terminal, or gui-terminal to run apport-collect or ubuntu-bug.

The 'live' system was re-run, and apport-collect run on a freshly rebooted system (same d780 box)

Today I re-zsync'd & wrote new 18.04.4 ISO to media, checked it valid as usual, then attempted to re-install using same partition.

This install was flawless.. Options used should have been identical (though partition data now reported as being 18.04.3 or data from last install instead of prior 19.04). I did install `arandr` prior to install as it's too hot and i didn't want to deal with the portrait monitor... but ignoring that.

I'll mark this incomplete, due to today's completion. If I encounter an issue like this again (in ~60 days this report will ~live) I can always re-open...
