Bug Description

19.10 QA-test 'live' on dell [optiplex] 780 (c2q-q9400, 8gb, amd/ati cedar radeon hd 5000/6000/7350/8350)

This was noticed on an fresh install last night (in setup post-install on same box), I had it occur on yesterday's daily ISO and it has occurred with today's daily ISO (see next line). It's probably related to video card; I've seen other corrupted text too, but this is the easist to re-create..

Please refer picture - On right display look for mouse pointer; text being displayed "Details" looked corrupted.

This issue is really minor, the purpose can be understood in this case, though other times it appeared to be multiple lines of text (12-15 words)

Do not see this on a machine with Intel or Nvidia graphics, so yes, likely driver/card related.

dell [optiplex] 755 (c2d-e8300, 8gb, amd/ati radeon rv610/radeon hd2400 pro/xt)
dell [optiplex] 755 (c2d-e6850, 5gb, amd/ati radeon rv516/x1300/x1550)
hp dc7700 (c2d-e6320, 5gb, nvidia quadro nvs 290)

Attempted to re-create with

Menu -> System.Settings -> Workspace.Theme -> Get.New.Plasma.Themes -> (2nd non-list view)

I booted Kubuntu 19.10 daily (whatever I last tested so likely same as prior tests) on
dell [optiplex] 960 (c2q-q9400, 8gb, amd/ati cedar radeon hd 5000/6000/7350/8350)

The ISSUE was re-created on this box. `sudo lshw -C video` produces on this d960

Thus it's likely an issue with the graphics card, or 'radeon' driver, and assigned to the incorrect package...

I also saw on #ubuntu-bugs-announce earlier today https://bugs.launchpad.net/bugs/1845865 which has a GIF of someone on 19.10, the issue to me looks related if not the same issue (I marked that bug incomplete as no description was present, the GIF provided is why I added it)
