Kubuntu beta 19.10 ubiquity oem crash on reboot

Bug Description

Ubiquity oem-config crashes upon first reboot after applying "prepare for shipping to end user" resulting in not being able to create a first user and not able to login with oem user.

Metal install on Compaq Presario CQ60

I was not able to recreate this crash in a VM on another machine.
