Xubuntu Disco Dingo 20190321 OEM Install Failure

Bug Description

Install (OEM setup) in Xubuntu Desktop amd64 in Disco Daily using 20190321

Step 26. Double click the ‘Prepare for shipping to end user’ icon on the desktop

After completing step 25 and reboot the 'Prepare for shipping to end user' does not appear on desktop.

Have rebooted again. Have shut down and stated system back up and issue remains.

I can.  FYI I did this upgrade from the terminal via

/sudo do-release-upgrade -d/

Please ignore last message, responding to wrong bug report.  My bad.

I did the OEM task case on the beta image from this week and reported it
passed.
