Bug Description

Hello, I would like to request a backport for the GIMP 2.10 series. GIMP 2.10 introduced several key abilities that are important to people working within the field of archives. The main new ability in GIMP 2.10 is the possibility of working with 16bit/channel and higher images. While a snap of GIMP 2.10 does exist, I haven't been able to find a way to get things like scanners and G'MIC plugins to work with it.
