Xubuntu: "remove media" message is not dislayed after installation

Bug Description

To reproduce:

1. Boot up the Xubuntu 18.04 desktop AMD64 installer ISO
2. Select "Install Xubuntu" at the menu (NOT live desktop.)
3. Proceed through the installation as normal.

Result:

At the end of installation a black screen with white error messages is displayed.

Expected result:

A message reading "Please remove the boot media and press enter" should be displayed.

Workaround:

Press alt + left arrow key to switch VT and you will see the message. The installer is switch to the wrong VT at the end of installation. Or not switching at all.
