Opens on 18.04 live session with black border and truncated title bar

Bug Description

Please see the two enc pictures.

The first picture shows a black border around chromium.

You can also see that chromium has opened slightly underneath the budgie-panel.

Moving the window down you can see that the browser has not correctly refreshed the titlebar

Just tested in a VM with the latest 18.04 budgie ISO, and I can't observe the problem. I can't get chromium to open with its window partially underneath the panel.

Can you reliably reproduce the issue, or was this a one-off?
If so, is this happening with other applications?

Olivier - very reliable - has happened over the last few days - possibly due to the updated graphics stack that has dropped in 18.04?

The window under the panel I think is a vertical resolution issue - does chromium open in a fixed sized initial window?

Only chromium is affected - no other apps are affected. I can double click what remains of the chromium title bar and it will maximise and at that point the title bar reappears.

I've got a similar problem with thunderbird and firefox. There is a black border when opening and resizing the frames.

This looks like issue in mutter or respective window manager. No problem in Unity.
