panel in lubuntu-qt-session is not populated

Bug Description

Log into an install of lubuntu-next and then there are no applets in the panel it is just a black bar. lubuntu-default-settings:

I expected to login to lubuntu next with a menu on the left a taskbar and at least a clock. Instead lubuntu-next had no applets on it so new users could be completely confused on how to launch any application.

not  a bug first hand - it might be that the bionic repo must catch up -
we moved the configuration files a little bit. Could you please attach a
strace of the panel start?

strace -e trace=stat  lxqt-panel

Well If I add applets to the panel they become after the first login but I will need to strace a new user. So that supports what alf is saying.

if a program should read a configuration it it at least helpful if the configuration file is within the search path with the xdg-patch applied the standard locations could and should be used - for downstream that would be /etc/xdg/lxqt/$foo and /etc/$foo - there is no need to be creative with the xdg search pathes
