Bug Description

Steps to reproduce:
1. Install Ubuntu 18.04 LTS
2. Install ubuntu-mate-desktop
3. Enable keyboard LEDs from mate-tweak (Panel->Panels, Panel Features, Enable keyboard LED)
4. Set light theme from `mate-control-center` Appearance

Expected results:
* keyboard LEDs indicator is visible on light and dark themes

Actual results:
* keyboard LEDs indicator has low contrast on light themes

Adding suitable icons for different themes is half the solution. But those icons will be added to ubuntu-mate-artwork 22.04.10.

That said, mate-settings-daemon doesn't respond to theme changes, so the correct icons are only loaded when the desktop session starts or if mate-settings-daemon is reloaded.

Option are:

- mate-tweak to reload mate-settings-daemon when toggling on keyboard LED status
- mate-appearance-properties to reload mate-settings-daemon when changing themes
- mate-settings-daemon should listen to theme change and reload the icons

If mate-settings-daemon is restarted in an active desktop session, the Caja (the file manager) also needs to be restarted so it can bind to the new settings daemon and react to events, such as theme changes.

Restarting Caja causes all active file manager windows to be closed. And that is rather invasive. Therefore restarting mate-settings-daemon is not a viable solution.
