Bug Description
When I open my Inkscape I get the following message
C:\Documents and Settings\
Data\Inkscape\
you don't have read permissions on it.
Inkscape will run with default settings.
New settings will not be saved.
How do I uninstall this software and reload it or how
do I eliminate this problem?

Just delete that file and run Inkscape again.
