linux-azure: prevent RDMA drivers from being hot plugged

Bug Description

Currently the RDMA drivers are hot plugged before walinuxagent has the chance to pick the correct driver for the running host OS version.

"linux-image-*-azure" needs to place a configuration file under /lib/modprobe.d that will prevent the drivers of being hot plugged and later can be overridden by a config file under /etc/modprobe.d/
