Bug Description
SRU Justification:
Impact: The support for Hyper-V and Azure is under heavy development and due to this reason it's necessary to keep the Azure kernel as closest to upstream as possible in order to get access to the latest features and bug fixes.
Fix: Rebase the Azure kernel to the latest 4.11 artful kernel in proposed.
Testcase: It's necessary to run a smoke test and check if any performance regression was caused.
