Bug Description

The power consumption is pretty high(8Watt) during suspend-to-idle mode under Xenial.

1. It consumes 8Watt under 4.4 kernel
2. It consumes 4Watt under 4.8 kernel
3. It consumes 2Watt under 4.11 kernel

There are essential patches in 4.8 and 4.11 kernels, they are

   9d26d3a PCI: Put PCIe ports into D3 during suspend
In 4.11
   8d2c453 platform/x86: dell-laptop: Add Latitude 7480 and others to the DMI whitelist

We need these 2 commits to have better s2idle support.
