Need to stop using bzip2 compression in packages for zesty onward

In artful bzip2 is no longer allowed. The defaults for dpkg-deb are xz level 6, which in my testing seems to be roughly the same speed as what we're using now (ppa build time differences were within the noise). This only actually applies to the main and extras packages anyway.
