[REGRESSION] rtc-efi no longer statically linked on arm64

Bug Description

The current kernel in trusty-proposed has changed rtc-efi to a module on arm64:

ubuntu@ubuntu:~$ grep RTC_DRV_EFI /boot/config-3.13.0-9*
/boot/config-3.13.0-98-generic:CONFIG_RTC_DRV_EFI=y
/boot/config-3.13.0-99-generic:CONFIG_RTC_DRV_EFI=m

This breaks setting the clock on boot:

ubuntu@ubuntu:~$ dmesg | grep hctosys
[ 4.092231] /build/linux-KhcBx3/linux-3.13.0/drivers/rtc/hctosys.c: unable to open rtc device (rtc0)
