[3.1.0.0-17~mitaka] Control Node sends a route without SG

Bug Description

webUI/Horizon - nodeg25
cfgm - nodeg25, nodeg26, nodeg27
ctrl = nodeg26, nodeg27
compute - nodek8, nodek9, nodek10

Steps
=====
1]. Created a SVC between l-vn and r-vn.
2]. Created end VMs in both the VNs thru Heat and they had no def.SG associated with them.
3]. Launched a couple of more VMs thru Horizon and they had a def.SG associated.
4]. The route to these VMs were sent without SG.
5]. End-to-end ping fails in this scenario.

Discussed the same with Naveen and Prakash.

Retain unique route attributes when packing into a xmpp message

This bug is a regression introduced by changes made for bug 1591399.

Since an xmpp message now contains routes with different attributes,
Community and ExtCommunity need to processed for each route that is
added to the message. Otherwise, all routes that get packed into a
message will accidentally be advertised with some of the attributes
of the first route in the message.
