Bug Description

Not able to configure the alarms through the UI. Please check

Seeing the below error msg while configuring an alarm through the UI:

Error: Bad property in create: Error validating property alarm_rules value {'or_list': [{'and_list': [{'operation': '==', 'operand1': 'UveVirtualNetworkAgent.mirror_acl', 'vars': [], 'operand2': 'null'}]}]} class <class 'vnc_cfg_api_server.gen.resource_xsd.AlarmExpression'> does not have field vars

Related-Bug: #1607194 - Config alarm reverting the temp fix made to get the
globalconfig alarm working which was accidentally checked in. Also removing the
unwanted validation for the severity dropdown.
