Bug Description
It's currently not possible to create an alarm rule without knowing the actual operands. i.e. operand1 and operand2. Please add dropdown menu to select the operands.

Presently, UI has no way to show the dropdown list for operand1 and operand2.
There is no API to get the UVE schema from the backend. Also, operand2 can be either a UVE attribute or a json value. This needs further discussion and we don't plan to target this for R3.1
