[UI] QoS Config objects created using Networking > QoS should have qos-config-type as project instead of vhost

Bug Description
R3.1 Build 4 Kilo
From Configure > Networking> QoS page, if i create a Qos config, it is seen that it creates a vhost qos-config. It should be of type "project"

When I tried to create QoS under Project it created properly in R3.1 Build 4.
Please let me know if there is any specific case.
