Handle the case when both operand1 and operand2 in the alarm config can evaluate to a list

Bug Description
Presently, the alarm evaluation code only handles the case where the operand1 evaluates to a list. Need to handle the following cases:
1) operand1 is list and operand2 is not list
2) operand1 is not a list and operand2 is a list
3) both operand1 and operand2 evaluates to a list
