SM: heat ci tests are failing be heat was not configured by smlite

SM-HEAT-FIX: add heat provisioning as part of SM.

Closes-Bug: #1583552

Issue: Sm stopped provisioning heat, this caused all CI jobs to fail.

Fix: added heat provisioning to SM/SM-lite.

Test: issued "heat stack-list" as part of CI test.

SM-HEAT: changed length of heat encryption key

Closes-bug: #1583552

With new changes in puppet heat_encrypton_key needs to be minimum of 16
instead of 12.
