Storage: provision fails when disk not provided in a storage-compute node

Storage provision fails when disks are not provided for a storage-compute node.

Liberty VM launch issue from horizon

Fixed VM launch issue with horizon.
The admin_user needs to be set to cinderv2 instead of cinder.
Fixed copy of write for glance images.
Set crush tunables to optimal
Fixed issue in provision with no disks configured in the compute node.

Fixed VM launch issue with horizon.

Fixed issue in provision with no disks configured in the compute node.
With the removal of the NFS over Ceph based live-migration,
the provision script is modified to use /var/lib/nova/instances
directory for NFS mounts instead of /var/lib/nova/instances/global
directory.
