UI shows XMPP peers show up as “Established, not advertising”

Bug Description

When monitoring a control node’s peers, the BGP peers show
up as “Established, in sync” while the XMPP peers show up
as “Established, not advertising”.

This doesn't appear to have any operational impact.

Fix issues in updating XmppPeer send state

Following changes are implemented:

- Set as "in sync" when channel comes up
- Set as "not advertising" when peer close starts
