Non of the provided input sources allow the typing of Japanese characters

Bug Description
I have recently found that in the Ubuntu GNOME 16.04 (though this issue is present in previous versions and flavours too) installer that the input sources provided for Japanese typing do not actually allow you to type at all in Japanese, selecting them just results in the same as selecting English. This may simply be because this is the nature of these input sources, but as they don't actually allow you to type in Japanese it will be difficult for those who only know Japanese, so perhaps "Japanese (Anthy)" should also be provided as an input source as this allows one to type in Hiragana, Katakana, Kana, and Kanji as well as some other input methods you can select.
