Ci cluster-B host(B4S15) VN gateway next-hop not present agent

The VM's launched on host B4S15 compute in ci-cluster-B, not able to reach gateway.

The agent core is saved at 10.84.24.15:~/pkv and also in /cs-shared/bugs/kp/core.4170

 This is on 2.22-116 build.

ARP probe (src IP set to zero) sent from a VM is not considered as Grat ARP, resulting in ARP route being added and when entry times out and couldnt get re-resolved, this entry is removed. For an unknown reason, the same has happened for GW address, resulting in the GW route being removed. This add and delete happens with local_peer, which is the same used for GW route. So, while it doesnt have any impact for other routes, GW route is impacted.
