Bug Description

Currently agent allocates label in steps of 16 for DPDK mode,
this was done to support vmdq, this change is not longer needed.

* Allocate mpls label serially in dpdk mode
Mpls label were allocated at steps of 16 for dpdk mode
removing the same.
