Bug Description

Support for network static routes was added via bug 1541087.

It will be useful to allow each such static route to be tagged with a set
of bgp communities. Note that the schema definition of RouteType already
has community-attributes field. Corresponding field needs to be added to
StaticRouteType by ST and processed by control node.
