PPC 16.04 installer doesn't install latest updates

Bug Description
As part of the alpha testing on PPC, I ran the full install to int HD on my PM 3,1 recently . . . during the install there was the window that provides checkbox to "install Fluendo, MP3, and other stuff" . . . as well as the "install latest updates" . . . both of them I checked to "install" . . . .
And, the install more or less went well, evenly quickly . . . on reboot there was the "blue-man applet" error, and the desktop background image was "blotchy" . . . so I tried a few commands to check stuff out . . . nothing worth trying. Then, I thought, "let's run apt update/upgrade" . . . and a rather huge list of items showed up to be installed???? Since it was within minutes of installing I can only assume that the "install latest update" checkbox did not work???
