warren, thank you for reporting this and helping make Ubuntu better. Could you please test the latest upstream kernel available from the very top line at the top of the page (the release names are irrelevant for testing, and please do not test the daily folder) following https://wiki.ubuntu.com/KernelMainlineBuilds ? It will allow additional upstream developers to examine the issue.

If the test did not allow you to test to the issue (ex. you couldn't boot into the OS) please make a comment in your report about this, and continue to test the next most recent kernel version until you can test to the issue. Once you've tested the upstream kernel, please comment on which kernel version specifically you tested. If this bug is fixed in the mainline kernel, please add the following tags by clicking on the yellow circle with a black pencil icon, next to the word Tags, located at the bottom of the report description:
kernel-fixed-upstream
kernel-fixed-upstream-3.XY-rcZ

Where XY and Z are numbers corresponding to the kernel version.

If the mainline kernel does not fix this bug, please add the following tags:
kernel-bug-exists-upstream
kernel-bug-exists-upstream-3.XY-rcZ

Once testing of the upstream kernel is complete, please mark this bug's Status as Confirmed. Please let us know your results.

Thank you for your understanding.

warren, did this problem not occur in a release prior to Vivid?

No problems with 14.04 not resuming from suspend. I will have recheck 14.10.
Never had this will not resume from suspend issue before in my history of using Ubuntu and ubuntu family of distros with this laptop.
With 15.04 one of the big new changes was systemd so I assumed will not resume from suspend was related to systemd.
I have attached systemctl-failed.txt to this comment and systemctl_list-unit-file.txt will be also attached to this bug report.

warren, the issue you are reporting is an upstream one. Could you please report this problem to the appropriate mailing list (linux-acpi) by following the instructions verbatim at https://wiki.ubuntu.com/Bugs/Upstream/kernel ?

Please provide a direct URL to your e-mail to the mailing list once you have made it so that it may be tracked via http://vger.kernel.org/vger-lists.html . It can take a day for the new e-mail to show up in the respective archive.

Thank you for your understanding.

Suspend works
When returning from suspend the power beep is very loud. This also occurred when using CentOS 6.5 and Fedora 20.

The previous suspend fails were done with the following hardware installed 4GB RAM and a Crucial M550 SSD (SATA3) with the swap turned off.

Comments made on 4-18-2015 about suspend results were attained with the following hardware installed Seagate Momentus XT hybrid 500GB (SATA2)with 6GB of RAM.

Ubuntu 15.04 was rechecked with the change in hardware.
Linux ubuntu 3.19.0-15-generic #15-ubuntu SMP Thu Apr 16 23:32:37 UTC 2015 x86_64 GNU/Linux
Ubuntu 15.04 same a previous comment suspend worked with the loud power beep.

On my SL510 I have the same loud beep when resuming from suspend. I first experienced it with 14.04 LTS and Kernel 3.16. Today a fresh install of 15.10 Beta 2 on the same hardware showed the same symptom. Resuming from suspend works in both cases.
The loud beep was not present in 14.04 with Kernel 3.13.
