ubiquity installer has no window decoration on my desktop and keyboard shorcuts do not work

Bug Description

To reproduce boot the lubuntu amd640228 iso from a usb stick and select it from the boot menu select install from the menu. ubiquite will start without a decorated title bar and have no shortcuts work to switch window if you for example click on the relase notes link in ubiquity

I expected ubiquity to have window decoratoins like it does on my laptop or in a vm for lubuntu. Instead there are noen and navigating mutliple windows like the realease notes is really awkward. And the installer still seems to function just window managment isn't right when selecting isntall from the menu.

The switch to systemd and later on latest iso from 3/09 seems to have fixed this issue for now at least.
