Bug Description
TOR agent knows the IP addresses (v4 and v6) assigned to a VMI.
When it learns the MAC address of a BMS via OVSDB, it currently
advertises the MAC with an IP address 0.0.0.0.
It would be a useful optimization to figure out the VMI from the
MAC and advertise EVPN routes for the IPv4 and IPv6 addresses
as well. This will allow remote vRouters and TSNs to do proxy
ARP even for BMS IP addresses i.e. they won't need to flood ARP
requests for BMS IPs.
