Competencies don't show in course skill driver

I created a new skill driver in the course. It showed up in the list of skill drivers list within the course and I selected it. Even though I really had a list of competencies imported into my class already, none showed up in the list of possible competencies to add to the newly created skill driver. The only thing in the list of available comptencies to add to the skill driver was the name of my class in gray text that could not be selected.
