Incomplete language support on a fresh install

Bug Description

On the first boot of a Vivid Vervet install (2014-11-04 image) the following dialog pops up:

Incomplete Language Support

The language support files for your selected language seem to be incomplete. You can install the missing components by clicking on "Run this action now" and follow the instructions. An active internet connection is required. If you would like to do this at a later time, please use Language Support instead (click the icon at the very right of the top bar and select "System Settings... -> Language Support").

The expected behaviour would be that all the necessary language components would be loaded and installed during the actual installation.

There are a variety of reasons why the full language support may not be installed as part of the initial installation, including absence of network connection at install time. Reassigning to ubiquity for further analysis.

Sorry, it won't be possible to provide it. It's a testing VBox setup and it has been overwritten since then. I will however be attentive to any similar situations during further tests and be sure to add /var/log/installer/syslog to reports.

Experienced on Xubuntu 20.04 daily 20200309 when installed without network and download-updates during install.
