battery indicator is hidden when no battery is present

Though there's no battery attached on my laptop but then it should have
a indicator in panel that power is plug in.

Hi Efren, thanks for reporting this bug and helping to make Ubuntu better.

The indicator's visibility is behaving correctly as per the spec <https://wiki.ubuntu.com/Power#settings>. I'm happy with the current behavior, but this is a Design question, so I'm assigning this ticket over to the Design team for feedback.

Ah, this is a bug in the design. Where there is a battery slot with no battery in it, its menu item should say "Battery (not present)". But with the current design, that item will never appear, unless there happen to be any other chargeable components connected to ensure that the menu is present at all!

So the default "When a battery is present" setting needs to change to something meaning "When a battery, battery slot, or anything chargeable is present". But that's much too long for a menu item, so we need a shorter way of saying it.
