application launch bar of second lxpanel no longer shows icons for launching apps

3. I was expecting a second lxpanel that was minimized when not in use on the left side of the screen with an application launch bar like a unity launcher or lxle but a little smaller and minimized when not in use.

4. Instead it still functions ilxpanel:

f I click in the right place or mouse over it but can't see the icons. They work for clicking on them but hard to see what I am lacunhing on the second panel.

Although the second part seems to work upon restarting the computer. I can see the application launch bar. So this is not quite as important as I orginaly thought.
