This isn't exactly a bug, but i find it to not be the best way to implement this warning. The warning will pop up after you drag and drop a application shortcut to the desktop and then try to open it.

This information warning can be a bit misleading, and might confuse some users after they create the shortcuts, making them thinking it's a system error or misconfiguration.

The "warning not existent" behavior is observed in Xubuntu 12.04, which i find the best option of them all.

In my opinion, the warning should not show in case the user drags and drops the shortcut from the Start Menu or in the case of the user manually creates it by Right clicking » Create Launcher. The user knows that he's making a shortcut so there is no need to "scare" the user about it. (making the shortcut created in the above forms automatically an "Executable" for example).

A good implementation of this would be, in case the shortcut wasn't created by user actions, make the current warning show up to prevent possible problems (mostly security) due to it's execution.

A less good option would also be making it say something else like "The shortcut you're creating might be pointing to an insecure location. If you're not sure about the trustworthy program, press "Cancel". at the moment of Shortcut creation, but i find this last one best applicable to the manually created ones instead of the drag-drop ones.
