desktop won't load with gnome failback

Post install login returns to login screen using gnome-failback (defaults to this post install). Selecting gnome-failback (no effects), and or Ubuntu results in proper desktop loading.

Ubuntu 13.04 (raring) reached end-of-life on January 27, 2014. Furthermore, gnome-fallback is being dropped from Edubuntu going forward.
